Neighborhood Development

The City of Mobile's Neighborhood Development Department is dedicated to preserving and stabilizing the physical, social, and economic health of our communities. By administering federal grant funds and spearheading local initiatives, the department works to assist low- and moderate-income households, combat blight, and foster economic opportunity, ensuring that every neighborhood in Mobile can thrive.

This crucial department serves as the engine for revitalization, working to build a more equitable and prosperous city for all residents. Through a variety of programs and strategic partnerships, they are turning challenges into opportunities for growth and renewal.

Core Function

The Neighborhood Development Department is structured into several key divisions that work together to improve the quality of life across Mobile.

Key Services

Community and Housing Development (CHD)

This division uses grant funding from the U.S. Department of Housing and Urban Development (HUD) to support housing rehabilitation, demolition of unsafe structures, homeless prevention, and first-time homebuyer programs.

Municipal Enforcement

Working with Mobile 311, this team ensures compliance with city codes related to substandard housing, overgrown lots, and other hazardous violations, playing a direct role in tracking and eliminating blight.

Office of Small Business Development

This office is committed to helping minority, women, service-disabled veteran, and small business owners gain greater access to procurement opportunities and resources to build sustainable businesses in Mobile.

Blight Removal and Neighborhood Renewal

The city has made significant strides in combating blight. The Neighborhood Renewal Program targets tax-delinquent, abandoned properties that impede revitalization, working to clear titles and return these properties to productive use.

Affordable Housing Initiatives

A major focus has been expanding affordable housing. The city has already exceeded its goal to construct or preserve 1,000 homes by 2026 and continues to launch new projects.The innovative HoPE (Homeownership Provides Equity) Program helps voucher holders build and own new homes, creating generational wealth and stability.

I will champion innovative programs like HoPE and support public-private partnerships to increase the availability of safe, quality, and affordable housing for families, seniors, and all Mobilians.

Empower Small Businesses

I will support the Office of Small Business Development to ensure that local entrepreneurs, especially from underrepresented groups, have a fair shot at success and can contribute to our local economy.

Promote Transparent and Responsive Services

I will work to ensure the Neighborhood Development department is accessible and responsive to the needs of every community, with clear communication and equitable distribution of resources.
